HOMESTAR Energy Efficiency Retrofit Program

On March 2nd, 2010, President Obama unveiled a new plan, known as the HOMESTAR retrofit program. In the face of 25% unemployment rates in the construction sector, the "Cash for Caulkers" program will provide a boost to American manufacturing.

All Americans will benefit from the HOMESTAR retrofit project, which will increase demand for energy efficient products and installations. In addition to rebates for energy efficient doors and windows, middle class Americans will save hundreds of dollars a year on their heating and lighting bills.

The HOMESTAR retrofit program may help save American jobs, as many manufactured construction goods are produced domestically.

At Savannah Technical College, the President stated:
Here's one of the best things about energy efficiency - it turns out that energy-efficient windows or insulation, those things are products that are almost exclusively manufactured right here in the United States of America. It's very hard to ship windows from China. So a lot of these materials are made right here in America.


President Obama believes that the HOMESTAR energy efficiency program will help reduce American dependence on foreign energy.

In his recent speech on March 2nd 2010, the President noted:
Now, we know this will save families as much as several hundred dollars on their utilities. We know it will make our economy less dependent on fossil fuels, helping to protect the planet for future generations.


Who will qualify for HOMESTAR Silver Star rebates?

American homeowners will receive a 50% Federal rebate off the purchase of energy efficient upgrades. These upgrades include windows, insulation, duct sealing, roofing, heating and cooling units, and doors.

The maximum Silver Star credit will be $1,000 to $1,500 for any one upgrade. For those homeowners who perform major home upgrades, there exists an upper ceiling of $3,000.

Who will qualify for HOMESTAR Gold Star rebates?

For those homeowners interested in a comprehensive energy retrofit, Gold Star rebates are available. These energy efficiency savings have a maximum value of $3,000. An energy audit should eliminate 20% of a homeowner's electrical use.

How are HOMESTAR rebates distributed?

Contractors, who are eligible for energy efficiency HOMESTAR credits, would receive 50% off their qualified purchases at the point of sale. President Obama believes that offering upfront rebates will stimulate spending, as compared to tax rebates.

Who will oversee the HOMESTAR energy efficient rebate program?

In order to provide efficient installations, President Obama has dictated that contractors must be certified. Quality assurance will be conducted, in order to ensure that contractors are installing upgrades correctly.

Will financing be available for the HOMESTAR rebate program?

President Obama's HOMESTAR program will provide financial support to local and State governments, in order to help struggling homeowners lower their energy costs.

Currently, HOMESTAR rebates have not been passed into law. President Obama has strongly urged Congress to provide these incentives to struggling homeowners. No doubt, the HOMESTAR Energy Efficiency Retrofit Program will be a priority of the next stimulus package.
